STREATOR – The city of Streator will have a new city manager by next week. In a special council meeting on Thursday, the city authorized the appointment of employment to 58-year-old David Plyman of the Chicago-land area. Plyman previously served as Rochelle’s city manager for nearly six years. He brings over thirty years of city management experience to Streator.
“I am honored and grateful for the opportunity to join the Streator team”, Plyman said. “I am excited for the privilege to lead and work with Streator’s group of talented and dedicated professionals who serve the city. As a team, we will work hard to address the challenges that Streator faces, while achieving the goal that it desires. I look forward to meeting residents and business leaders and becoming a part of the community,” he continued.
In Rochelle, Plyman negotiated economic development agreements that resulted int he construction of a number of large industrial and commercial projects as well as the expansion of city owned utilities to serve these developments. In addition, he guided Rochelle city departments through downsizing and reorganizing in effort to reduce costs.

Plyman has also served as city administrator in two communities in southeast Iowa in which he oversaw major water and sewer system improvements. He also took on two downtown restoration projects, commercial and institutional development projects and residential TIF developments.
Plyman holds undergraduate and graduate degrees from Northern Illinois University. He is married to Joann, a registered nurse, with whom he has two college aged sons and a daughter in high school. His first official day as city manager begins Monday at 7:30 a.m.
